Study On The Settlement Of Social Work Service For Youth In Beijing Youth League

With the deepening of the reform of the administrative system and the transformation of government functions,the goal of building an efficient,clean and service-oriented government has gradually become clear and concrete.As a new way,the government has gradually entered the people's view of public service,and this way also adapts to the construction requirements of service-oriented government.The 19 th National Congress report put forward the need to "transform government functions,deepen government administration,delegate power,innovate regulatory methods,strengthen government credibility and implementation,and build a government that is satisfied with the people." It is necessary to "build a social governance pattern that builds and builds common governance and sharing." We will strengthen the construction of community governance systems,push the focus of social governance down to the grassroots level,give full play to the role of social organizations,and achieve positive interactions between government governance,social adjustment,and residents 'autonomy." In the process of continuously promoting the shift of the focus of social governance to the grassroots level,the Beijing Municipal Committee of the Communist Youth League of China,as the leading organ of the Beijing Youth League organizations at all levels,has conducted extensive research,established personnel,strengthened liaison and guidance for youth social organizations,and explored more perfect service sinking mechanisms.It provides better services to the young people at the grassroots level.But there are still many problems in the process of actual implementation at this stage.The article divides the route of sinking the social work service of the Beijing Youth League Party Committee into two kinds.One is the sinking path of the administrative level of the group organization,and the other is the "embedded" sinking path of the youth sink.The former has the status quo of sinking at the third level of the city,district,and town(township)streets and sinking at the city and town(township)streets.The research framework of this paper is also formally based on these two types of sinking paths.First,three typical cases of the two major sinking paths were studied and analyzed,namely,the grassroots group construction supervisor,the "public welfare Saturday" project,and the community youth exchange.At the same time,they also correspond to the two major sources of funds for the Youth Social Work Service purchased by the Youth League and Municipal Finance and Social Construction.Through the case study,the effects and shortcomings of service sinking in different paths are found,and the lack of policy affects the targeting of service purchase.Professional social workers,asymmetric information sinking,social work service sinking mechanism and grass-roots governance mechanisms are not integrated into the important factors that affect the service sinking effect.Based on the analysis of typical cases,this paper analyzes the sinking problem of social work service for teenagers from the macro and micro perspectives,and then puts forward the improvement of policy mechanism for existing problems.Normalizing the third-party evaluation mechanism of projects,promoting the integration of social work service mechanisms for young people and grass-roots governance mechanisms,improving the construction of professional personnel for young people's social work,and scientifically guiding the classification and sinking of young people's social organizations.
