Research On Quality Management Of Jiaozhou Emergency Command Platform Project Construction

As the grass roots political organization,the county government has to stand fast to the forefront of dealing with public emergencies in our common days.Apparently it is hard to adapt to the requirements,if continuing to follow the usual way and only selecting administrative resources and manual labor to solve the emergency problems which are more and more highly complex and variable.Therefore,it is urgent to innovate on the technical means of emergency management.But in the current county-level,the establishment of emergency command platform is still in its infancy,such relevant technology and means is relatively backward.As one of the open cities in the east coastal and top hundred counties,Jiaozhou is obliged to study the implementation of emergency command platform.It will be helpful to establish a new emergency management mechanism with unified command,more powerful functions,more sensitive reaction,and more efficient operations.By utilizing the theory of project quality control management,this thesis is devoted to the analysis of emergency command platform construction projects for Jiaozhou city.By using PDCA cycle research methods,the four parts of quality control(plan,do,check,action),and the five influencing factors(personnel,materials,machinery,methods and environment)will be introduced in detail.Thus,the more scientific and effective quality plan and control process of this project will be put forward,in order to obtain the objective of best quality management,also to achieve self perfection in later period and to actively provide reference for related demand.
