Due to its openness,freedom,timeliness,anonymity,and low cost,the Internet has become the preferred platform for citizens to express their opinions in recent years.Unlike traditional public opinion,the public opinion of the Internet has opened up new channels and new ways of expression of public opinion and has gradually become the "biggest public opinion" of society.The public vocalizes social issues and phenomena through the Internet.In reality,it has generated tremendous interference and influence on public affairs and public decision-making.Public opinion is rampant,and direct public decision-making can be accepted by public decision-making.Can public decision-making be supported by Internet public opinion?Based on the clarification of the concepts and the description of the phenomena,this dissertation adds two theoretical elements of exchange theory and suggestion behavior in the network public opinion expression and public decision making,focusing on the relationship cognition between the two.First of all,through the analysis of the concept of public opinion and public decision,this paper points out the essence of its citizens' advice and authority advice and the social exchange relationship behind it.Then from the reality,this paper analyzes the reasons for the break of the exchange relationship between the two parties,that is,the conflict between the netizen structure and the emotional expression of the network and the democracy,science and rationality of public decision-making,and the negative attitudes to the public opinion in the public policy.Profit "and motivation requirements of the network,and put forward their thinking and opinions on various issues.
