With the development and spread of information communication technology, the Internet, which is recognized as "the fourth media" after newspaper, broadcast and television, and considered as the best platform for information communication and knowledge sharing, has been the major carrier of social opinions. Especially since the Web2.0era, convenient and quick tools for publishing information and wide variety of communication sharing platforms have gradually aroused netizens rights consciousness, with which people are willing to show their real thoughts. Under this circumstance, online public opinion emerged as an important aspect of social study.In condition of media technology revolution related to Web2.0, online public opinion has affected the politics decisively and is becoming more and more important to the construction of ruling party, which results in the birth of "Gov2.0" in electronic political territory. In China, with the growing activeness of netizens giving opinions and the increase of "opinion leaders", more and more attention of all sectors of society, including party and government organs at all levels, and enterprise is drawn.In recent years, government are trying to implement administration through platforms like online interviews, open emails, network politics etc. The analysis of online opinion and the specification of online public relation are being developed as a part of the Internet industry. Many places have built up network public opinion monitoring and periodical reporting regime. Also, network public opinion office has been built and public opinion processing are getting integrated tightly with government agencies’ daily decision making and task planning. However, network technology is a double-edged sword. On one hand, people’s opinions can be easily heard. While on the other, harmful information also spreads more easily. As a result, it becomes important and desirable to investigate possible ways of making decisions under "Gov2.0" of new media circumstances.The research of this paper is carried upon the government decision-making process based on network public opinion. Papers and reports on network opinion monitoring systems and government decision-making are analyzed. Qualitative methods are employed to give definition of "Network Public Opinion" and "Government Decision Making", and their characteristics, mechanism and effectiveness are analyzed. Case comparative analysis is used to analyze the necessity and feasibility of government decision making based on network public opinion. System theory is used as the basis of the system design proposed in this study, which follows the patterns and rules in public users’ behaviors and government’s decision making. A platform is built which aims to provide assistance in government decision making and the goal of this platform is also defined.Finally, we utilize normative analysis method to design a platform supporting government decision making based on network public opinion. According to the prior analysis and synthesis, we first discuss the whole framework of this system. Then, inner items of each modules are defined and topology graphs are used to show the framework of the platform and functions of each module is stated. Besides, we explore the achievable technical method according to the existing technical conditions. The whole process involves NPO techniques such as data mining, information analysis, syndication, subject classification and so on. Also, content delivery and collection mechanism, customized recommendation service and feedback mechanism are also employed in this platform. Construction of such a platform is meaningful in several ways. Theoretical research of government decision making is deepened from the perspective of application. Means of government decision making are also enriched. The assist in government decision making also exhibits its advantages in democracy and efficiency. We have to admit that some of the intelligent services described in this article cannot be fully implemented due to limitation of current technology. However, we have the confidence that in the near future, progress of science and technology will make the platform better and more useful. The future work for constructing the platform can be summarized for system development, application extending, and function improvement.
