The Construction And Completion Of Crisis Management Mechanism On Mass Incidents Of Fuzhou Municipal Public Security Organ

The 21st century marks an age of rapid development of modern civilization,with the pace of civilization development,the appeal of citizen becomes more direct,the mass incidents caused by the social contradictions become an increasingly remarkable social phenomenon.The stability maintaining work attracts more and more attention of the public security organ,who takes on the responsibility of maintaining the national security and social stability.This article,starting from the angle of Fuzhou municipal public security organ,based upon the summary of predecessors' research,with the help of literature research,exemplification,comparative analysis research and other research methods,firstly makes summary on the concept of mass incidents as well as the concept of crisis management of mass incidents,bases on the theoretical basis of life cycle model of crisis management,crisis image restoration theory,social combustion theory and the role orientation of crisis management,thus provides solid theoretical bases for the construction and completion of crisis management mechanism of mass incidents for Fuzhou municipal public security organ.Then it investigates the status quo of mass incidents of Fuzhou City,makes analysis and summary on it in recent years according to the investigation result of mass incidents of Fuzhou City,and learns the current situation of crisis management mechanism of mass incidents of Fuzhou municipal public security organ.With the analysis and research,it is concluded the following problems existed in the crisis management of mass incidents of Fuzhou municipal public security organ:incomplete legal system restricts the law enforcement of public security organ;crisis early warning mechanism of mass incidents is imperfect;crisis site disposal is improper and contradiction resolution is poor;the crisis management remedial mechanism of mass incidents is incomplete;through summing up the experience of emergent mass incidents in UK,Russia,Turkey,US and other countries,put forward the reform countermeasures to improve the crisis management mechanism of mass incidents of public security organ beforehand,in the event and afterwards;complete the crisis early warning mechanism;improve the resolution and coordination mechanisms of crisis management.enhance the site disposal capability,intensity the mcdia management;perfect the remedial mechanism of mass incidents;strengthen the team building of public security organ,promote the crisis management capability,etc,thus to give impetus to the effective improvement of crisis management efficiency of mass incidents of Fuzhou municipal public security organ,maintain the stable and orderly development of society and assist the realization of a beautiful Chinese dream.
