A Study On The Countermeasures Of Anti-Smuggling System From The Perspective Of Holistic Governance

With the changes in the smuggling situations since the reform and opening-up policy,our country has established a new system of anti-smuggling cooperation,which involves “joint anti-smuggling,unified treatment,and comprehensive governance.” Since the operation of this anti-smuggling system,the anti-smuggling work has achieved remarkable results.However,because of the lagging legislative establishment of anti-smuggling,the law enforcement departments of the anti-smuggling functionaries turning into "profit-for-profit" model,isolated information islands,weak law enforcement supervision,and lack of self-determination and motivation for anti-smuggling,the implementation effect of anti-smuggling system has been fragmented.Based on holistic governance theory originated in the United Kingdom,we put forward proposes that all agencies must cross functional divisions and departmental standards through dialogue and cooperation,achieving the dialogues on objectives,means,and resources.It points out directions for governmental management issues involving cross-departments.Based on these,this article,taking Guangzhou as an example,analyzes the practical situations of the anti-smuggling system in local anti-smuggling comprehensive governance,studies the core content of holistic governance theory.It draws lessons to analyze the effectiveness and challenges of the existing anti-smuggling system from the holistic governance theory in foreign governmental management,the application results in the field of domestic public management and the practical experience of foreign anti-smuggling authorities in comprehensive governance of anti-smuggling;it also proposes the perspective of holistic governance,aiming at “integral anti-smuggling” to implement the anti-smuggling countermeasures.
