Research On Comprehensive Management Of Anti-smuggling In Guangxi From The Perspective Of Holistic Governance Theory

Smuggling in Guangxi have been the focus problem,which the central government,the society and the people concern.Due to the special geographical location,historical factors and social environment,the smuggling in Guangxi not only damages the national economic interests,but also causes the political,economic and social problems such as national sovereignty and border stability.Comprehensive management of anti-smuggling in Guangxi has been carried out for many years.Especially in recent years,Guangxi governments and customs,public security,border defense,transportation and market supervision have strengthened their anti-smuggling joint efforts,and achieved positive results.However,with the emergence of new situation and new characteristics,the current comprehensive management of anti-smuggling in Guangxi has not been fit for the practical needs of anti-smuggling.The holistic governance theory provides the new view and theoretical basis for improving comprehensive management of anti-smuggling.This paper firstly introduces the core concepts such as governance mechanism and comprehensive management of anti-smuggling,summarizes the background and main contents of the holistic governance theory and expounds the relation of the holistic governance theory and comprehensive management of anti-smuggling.Afterwards,An analysis is made about the characteristics and causes of smuggling in Guangxi as the anti-smuggling background.The paper introduces the structure and function about the organizations which carry on comprehensive management of anti-smuggling.The measures and achievements of comprehensive management of anti-smuggling in Guangxi in recent years are summarized.Then,the paper points out the problems of comprehensive management of anti-smuggling in Guangxi and the deep causes of problems.Finally,combined with the writer’s work experience in Nanning customs,under the guidance of the holistic governance theory,the writer puts forward countermeasures by perfecting cultural mechanism、legal mechanism、cooperation mechanism、organizational mechanism、incentive mechanism and participation mechanism to construct the inter-departmental cooperation pattern of the comprehensive management of anti-smuggling in order to fight and control smuggling activities more effectively and promote economic development and social long-term stability in Guangxi.
