Analysis And Research Of Global Navigation Satellite System Regulations

Research on the Global Satellite Navigation System is an important part of space activities.It not only expands the field in which people explore space activities,but also plays a very positive role in economic development and social life as well as vital national security.At the same time,people increasingly regard research and development of Global Satellite Navigation System as a symbol of a country's overall national strength.The Global Satellite Navigation System mainly includes GLONASS System of EU,GALILEO System of Russian,GPS of United States and Beidou System of China.At present,there are not many Chinese scholars studying the domestic legal situation of China's Beidou Satellite Navigation System.Most of their attention is often focused on the actual application of the system such as technical issues rather than on legal issues.Of course,few people systematically made research on or comparisons of the laws and regulations of satellite navigation systems in the United States,Russia and Europe,or excavated the advantages of national laws and regulations,or proposed suggestions for the domestic legislation of Beidou Satellite Navigation System.This article mainly uses comparative research methods and induction research methods,systematically scrutinizes Global Satellite Navigation System policies and regulations from both international and domestic perspectives,analyzes the legal status quo of Beidou Satellite Navigation System,and ultimately attempts to rationally draw on its legislation experiences based on China's national conditions,discusses the overall thought and work points for satellite navigation legislation,and puts forward opinions on satellite navigation regulations and the rule of law,with a view to providing a reference for the construction of a scientific and reasonable regulatory system of national satellite navigation.In the first part,a specific introduction is made to the Global Satellite Navigation System including the four major systems and related enhancement systems.In the second part,through the enumerative analysis of relevant international law provisions,the specific provisions of the four major systems are legally and internationally viewed.The third part specifically introduces the GNSS regulations within the scope of the UN GNSS International Committee.The fourth part details the domestic legal regulations of the three major satellite navigation systems in the United States,Russia and Europe.Finally,the fifth part combines the analysis of other legal systems in the above chapters and proposes legal suggestions for Beidou Satellite Navigation System based on the status quo of Beidou Satellite Navigation System legal regulation.
