Research On The Formulation Of Administrative Regulations For The Management Of Satellite Navigation Systems In China

Satellite navigation system refers to the remote sensing of the earth by placing satellites in near-Earth orbit to obtain time,positioning and navigation information on the ground.There are currently four major satellite navigation systems in the world:GPS in the United States,GLONASS in Russia,Galileo in the European Union,and Beidou satellite navigation system in China.With the popularization of global information,global satellite navigation applications have penetrated into our daily lives and have an irreplaceable role in politics,economy,public safety and other fields.Countries are actively developing their own independent satellite navigation to develop global satellites.The navigation system serves as an important indicator for improving comprehensive national strength and international competitiveness.China also regards the development and promotion of the Beidou satellite navigation system as the State Council's key work,and has successively issued relevant policies to ensure the practical application of the Beidou system,form its own market,and break the monopoly position of GPS.With the continuous development and popularization and application of satellite navigation technology,a series of problems arising from the lack of legislation related to satellite navigation system management have become more and more prominent.To a certain extent,it has hindered the construction and industrialization of satellite navigation systems in my country.This article mainly studies the formulation of administrative regulations for the management of satellite navigation systems in China.my country is constantly accelerating the pace of building satellite navigation systems,but there are gaps in current legislation.Although some relevant policies have been introduced,unfortunately,the operability is low,which hinders the construction and application of satellite navigation systems in my country.The legislative process for the management of satellite navigation systems needs to be accelerated.Why choose administrative regulations to regulate the management of satellite navigation systems?This is the result based on a comprehensive analysis of the national conditions,the actual situation of the satellite navigation system and the legal basis.By analyzing the necessity of formulating administrative regulations for the management of satellite navigation systems,we propose feasibility suggestions for various problems that may be faced in the formulation of administrative regulations,improve and adjust existing policies,and make laws and policies complement each other.This article is divided into five parts:The first part is an overview of the formulation of administrative regulations for the management of satellite navigation systems in my country.Including the characteristics of the satellite navigation system,the four main contents of satellite navigation system management:emergency management,public safety management,commercial operation management,technical standard management,and the advantages of formulating administrative regulations for satellite navigation system management.The superiority of laws,regulations and local regulations.The second part is a background introduction to the relevant legislation of satellite navigation system management,taking examples from different legislative levels,and analyzing the legislative provrisions in the above four main contents.The first two parts discuss the management of satellite navigation system at the legislative form.The third part is a transition from the legislative form to the legislative content.From the perspective of legislative content,it discusses the necessity of enacting administrative regulations.The fourth part discusses the problems faced by my.country in formulating the administrative regulations of satellite navigaton system management,mainly including the unclear legislative purpose and the content of the legislation.The issues in the content of legislation are discussed from the following six aspects:management subject,emergency management,public safety management,business management,technical standards and responsibility system.The fifth part mainly proposes the author's suggestions for the formulation of administrative regulations on the management of satellite navigation systems.
