Study On Regulatory Issues Of Webcast From The Perspective Of Multiple Governance

In recent years,with the rapid development of economy,the Internet industry has made rapid progress.Intelligent TV,mobile phone has entered thousands of households.Broadcast platform has become increasingly popular,4G network is faster then 3G,the cost of the Internet is lower then before,and a new cultural industry has being created——the Webcast.The webcast platform has been the major concern of Internet Co,such as BAT.And many live applications being made for webcast,such as BoBo,a live,crazy,reflecting the guest,teeth,panda,fish and so on.The direct seeding process is also very simple,each of us only a mobile phone or a computer,to be a host of the platform.Iresearch's research data shows that the number of webcast platform nationwide rapid growth in 2015 reached 200,which attracted 200 million users live,and this trend is still climbing,And the number of platforms and the market value will have a new breakthrough in 2020,which will reach to 106 billion yuan,and in 2015 the number is 15 billion yuan.It's webcast's time in next three years.But with the development of the webcast,there always some anchores who breaking the law and moral behavior,such as tort,gambling,involving violence,jurisprudence,this behaviour should cause enough attention,all of society should increase the degree of attention,network governance will be more difficult in these frequent behavior.Therefore,according to the research situation,network governance and discussion is very necessary.This paper studies the webcast industry status,we need to keep rational facing the developing of the webcast.I studied violence,pornography,vulgar content lag of negative energy flooding in the webcast and government regulation legislation,and I put forward to strengthen government regulation and public policy,using the social supervision and the power to regulate the industry convention live with a variety of negative,the constraint network broadcast in negative and unhealthy according to the causes of the problem,,and gives the specification webcast proposal.
