Research On Government Supervision Issues On Webcast

At present,there are still some deficiencies in the laws and regulations of our country's network live broadcasting,"the law is not enough to act on its own",and all kinds of vulgar,false,erotic and other potential harmful content are everywhere in the network.In fact,the live broadcast platform has also grasped the loopholes of inconvenient monitoring and so on.For the sake of economic benefits,it is rash in management and uses some comperes with poor quality.And because of the particularity of network platform live broadcasting profession and the obscurity of cyberspace,it is difficult to supervise all aspects of network live broadcasting.Taking Betta TV as an example,through the analysis of user survey data,this paper expounds the development status of China's network live broadcasting,and makes relevant research and Analysis on the government management and supervision of China's live broadcasting platform.Through the research,this paper finds that although the state has issued some laws and regulations on the supervision and management of webcast,the adoption of these rules and regulations is not complete for the new media based on the development of network technology,and there is no accountability mechanism for the comparative evaluation of supervision.At present,the main mode of Internet supervision in China is the combination of pre supervision and post supervision.Due to the lack of experience,the relevant laws are still blank.Generally speaking,they are regulated in accordance with the measures for the administration of Internet information services and the Interim Provisions for the administration of Internet culture.Generally speaking,there are many imperfections in the legal level,industry supervision level and social supervision level of the current webcast in China.In order to explore the scientific optimization path,this paper studies the regulatory measures of webcast in the United States,France and other countries,and finally puts forward some countermeasures from the aspect of improving the government's governance ability of "network society",such as the legislation and policy formulation to adapt to the "network society",the implementation of the individual responsibility of "network society",and the improvement of the professional quality of law enforcement in "network society";From the collaborative supervision level of government guiding webcast,this paper puts forward some measures,such as giving play to the role of netizens' collaborative supervision,strengthening the role of self-discipline and self inspection in the industry,etc;From the perspective of comprehensive governance led by the government,this paper puts forward some measures,such as giving full play to the technical means of webcast supervision,raising the industry threshold and standardizing the behavior of practitioners,and standardizing the behavior of consumers through guidance and relevant rules.
