Classification management system is applied in China's civil servants management. The positions of civil servants can be divided into such categories as comprehensive management, professional technique and administrative law enforcement according to the nature of the position, the characteristics and management needs. It can also be divided into leading members and non-leading members according to the way of election and appointment and the subjects of management. The executive civil servants directly carry out the on-the-spot executive duties as administrative licensing, administrative supervision in the administrative institution. However, the standard of the institution is low, the leadership positions are scarce, the chance of promotion is slim, the career development space is not enough, the demand for leadership positions in the promotion is unlimited and the supply of leadership positions is limited, which greatly hindered the professionalism and enthusiasm of the civil servants of the type of grass-roots administrative law enforcement.Taking Lengshuijiang City Public Security Bureau as an example, this paper analysis the main problems and causes of the selection and promotion mechanism in the administrative law enforcement civil servants, learns the experience of talent selection and promotion from Western developed countries, together with the role of China's ancient imperial examination system in personnel selection and the practice of the current "two selection and a statement" selection system in Sichuan Province, uses the method of quality evaluation of technology assessment for the selection, and proposes to establish the "dual ladder" promotion system that civil servants can be promoted by position and rank independently, which opens up the new channel for promotion. The rank and position are important basis to determine wages and other treatments. Thus, even if civil servants of administrative law enforcement can not be promoted by position, they can be promoted by rank to improve their treatments and status. At the same time, uses the quality evaluation techniques to improve the selection examination methods of the civil servants of administrative law enforcement, and uses job analysis techniques and the quality evaluation techniques to improve the promotion procedures of the civil servants of administrative law enforcement.
