Grass-root civil servants,the majority of China’s civil servant group,act as the cornerstone of serving the people,influencing the implementation of the country’s major policies at the grassroots level.During the development of China’s civil service management in recent years,one of the most important parts is to implement the parallel system of civil servants’ posts and grades throughout the country.This system is an important exploration in the field of public management by solving promotion difficulties of the vast number of grassroots civil servants caused by the small number of institutional establishment and the posts.The system adjusts the original "single-line" promotion method of only posts,and opens the "second channel" of rank promotion,improving the welfare of civil servants,promoting the vitality of the team,and enhancing the subjective initiative of civil service officers to do their undertaking.Focusing on the promotion of civil servants in W County after the implementation of the parallel rank system,the relevant concepts such as job grades have been clarified,and the research literature at home and abroad sorted out.On this basis,the implementation of the parallel system of positions and grades for civil servants in W County is expounded,and the results achieved after the implementation of the parallel grade system for civil servants in W County are summarized through questionnaire surveys and individual interviews in this thesis,combined with Equity Theory and Two Factor theory.To some extent,it breaks the “ceiling”of job promotion for grassroots,improves the benefits of promotion with the the dual-track system,expands the space for personal career development and stimulates the entrepreneurial vitality of civil service officers.At the same time,it analyzes the existing problems,such as the poor connection between the parallel system of posts and grades,the relatively low stimulus of rank promotion,the difference in the welfare of civil servants at grade levels,and the improvement needed in the fairness and openness of promotion.The above factors are not conducive to promoting the implementation of the parallel rank system at the grassroots level and they will sabotage the incentive role the system plays.On the basis of the upper research,this study puts forward practical and feasible targeted countermeasures,improves the policy and content of parallel system of positions and grades,and guides civil servants to establish a correct professional outlook.It also standardizes the evaluation process,improves the guarantee for the promotion of civil servants,and puts forward some suggestions for the implementation of the parallel grade system in the future,so as to promote the improvement of the civil service management system.
