| After the political line is determined,cadres are the decisive factor.In recent years,the vigorous development of the cause of the Party and state depends on the scientific decision-making of the grass-roots government,the full cooperation of the people,and more importantly,the grass-roots civil servants faithfully implement the Party and state policies and regulations.However,behind the selfless dedication and hard work of grassroots civil servants,it is the income that does not match the intensity of the work.In order to strengthen the mobilization of grassroots civil servants’ enthusiasm,the state successively implemented the Opinions on the Establishment of a Parallel System of Civil Servants’ Positions and Ranks in organs below the county level in 2015,and promulgated the Regulations on the Parallel System of Civil Servants’ Positions and Ranks in 2019,seeking a breakthrough for grassroots civil servants to broaden their promotion space and build a new career development path.In this paper,the promotion of civil servants in grass-roots counties and districts under the jurisdiction of C City is taken as the main research object,and the methods of literature review,questionnaire survey and comparative analysis are adopted to study the implementation of the parallel system of civil servants’ ranks and ranks at grass-roots level.Based on Herzberg’s two-factor theory,Adams’ s equity theory,Froome’s expectation theory and Hyde’s attribution theory,the problems found in the study are analyzed,such as the relatively low number of ranks and positions of grassroots civil servants,new inequities caused by changes in the old and new systems,inconsistent standards in the actual implementation of policies,and unsound supervision system.In view of the problems found,considering the causes of the problems in combination with the theories related to public policy,such as whether the system is not perfect enough,and the setting of ranks and numbers is not fully considered;The selection of conditions in the implementation of grass-roots governments is not reasonable,the effectiveness of assessment is not obvious,and the supervision channels are relatively simple.Finally,according to the problems and causes,optimization suggestions are put forward,such as establishing an independent rank promotion system,appropriately adjusting the number of grassroots ranks,strengthening the use of assessment results,timely improving and revising supporting measures,broadening supervision channels,creating a good implementation environment,etc.,so as to ensure that this policy can achieve satisfactory results. |
