The Transition Of Local Decision-making Under ’Nimby Movements’ Background

In recent years，lots of series of concern ‘NIMBY（(Not-In-My-Backyard)）movements’outbreaks，puzzled the government’s decision-making，questioned the government’s ability，andalso brought far-reaching consequences. This paper attempts to take protest-against PX in Ningboas an example，analysis the relationships between ‘NIMBY movements’ and governmentdecision-making.The first part of the article is mainly about the background，the significance，theinnovation of the research,and the research status domestic and aboard.The second part of the article is mainly about the theory of ‘NIMBY movements’ concept，types，the analysis of feature，advantages and disadvantages about government decision-makingmodels，including the democratic decision-making model and elite decision-making model.The third part of the article describes the development course of ‘NIMBY movements’，focusing on protest-against PX in Ningbo，analysis of direct and deep-seated causes of protest-against PX in Ningbo，noting that generation about the deep-seated reason of the ‘NIMBYmovements’ is the existing local decision-making mode, that carried out the correlation betweenthem, and pointed out the necessity of government decision-making model changing from a closedelite decision-making model to an open democratic decision-making model.The fourth part of the article mainly focuses on existing problems of elite decision-makingmodel，from the generally misplaced decision-making values, the inadequate of scientificdecision-making process，the slow decision-making related to the democratic process， thedecision-making related to the legal system needs to be improved.The fifth part of the article is mainly about how to achieve the transformation of decision-making model，namely，making recommendations from a closed elite decision-making to anopen democratic transformation model. That is，from how to change the values of decision- making， how to improve scientific in decision-making，how to improve the democracy indecision-making process，and how to improve the legalization in decision-making.
