In modern society,the judiciary has become the main channel for resolving social conflicts and ensuring the implementation of laws.As Hayek said,"for the realization of justice,the quality of the people who operate the law is more important than the content of the laws in which it operates." Therefore,to achieve judicial justice requires an excellent group of judges who advocating the spirit and belief of the rule of law and who have excellent legal professional competence.The creation of law officials as the highlight of a new round of national judicial reform is one of the important ways to realize the professionalization of judges.The limitation of "posts" to a certain extent means the loss of vested interests in a considerable range.Therefore,in practice,many pilot reforms focus the game on the competition for the number of law officials,and excessively strive for quantity,neglecting.Scientifically and reasonably determine the primary issue of law officials.At the same time,with the development of modern democracy and the rule of law,there is a higher demand for professional professionalization of judges.It is necessary to redeconstruct and shape the profession of judges.Looking back at the reality,the country has not yet established a clear and detailed legal officer system.This ambiguity will affect the judicial system in China.Practice is extremely unfavorable.Therefore,in the process of advancing the reform of the judge management system,we must find a basis,focus on key issues,thoroughly investigate the proportion of law officials,improve the mechanism for selection of judges,improve the operation of the judge’s job security system and its supporting system,and establish a judge-centered and trial work.In order to focus on the reform of the judicial system of officials,many reforms and developments are being carried out in various aspects such as the mode of allocation of court personnel.
