Study On Evaluation Index System And Model Of Local Government's Empowering Leadership In Governance Transformation

The concept of building a social management structure of leadership by the party,government responsibility,social coordination and public participation proposed by the 18 th National Congress of the Party clearly defines the structure of the transformation of national governance.The clear status and engagement design of multiple subjects constitutes the core framework of the new governance.The transformation of governance leads to the internal adjustment of the local government's ability structure.In addition to the emphasis on administrative execution,it also stresses on the perception of the governance environment and the leadership level of the governance network.Empowering leadership is a type of capacity that responds positively to the transformation of governance and plays a key role in innovative government's capacity structures.Based on the reality of China,this study draws lessons from the theory of public governance,empowerment and Amartya Sen's ability theory,defines the concept of empowering leadership and extracts the ability dimension.and based on this,it comprehensively uses literature research,in-depth interviews,questionnaires and other methods to build the evaluation index system and evaluation model of local government's empowering leadership.The results of the study are as follows: first,the initial set of evaluation index system of local government's empowering leadership is constructed by literature analysis and in-depth interview;and with the questionnaire survey method,the index system is revised and perfected by exploratory and confirmatory factor analysis,and the evaluation index system including four dimensions and 24 specific observation indexes is formed.Secondly,based on Sen's ability method,through literature research and in-depth interviews,a theoretical evaluation model of local government's empowering leadership covering four dimensions and four levels is constructed,which provides theoretical guidance and practical path for enhancing local government's empowerment leadership and governance ability.
