A Study On The Dilemma And Countermeasures Of Guangzhou Social Organizations' Participation In Social Governance

With the rapid development of the market economy system,the social structure of our country has also undergone profound changes.Social organizations have become an important subject of promoting the modernization of social governance.They have gained rapid growth in practice and have played an important role in social affairs.The flourishing social organizations are influencing all areas of social governance in a unique way,and have made indelible contributions in maintaining political stability,promoting economic development,accelerating social progress,booming cultural prosperity,and protecting the ecological environment.In recent years,the social organizations in Guangzhou have developed very rapidly.The overall situation for these social organizations shows a sound regional distribution,broad business coverage,strong supportive atmosphere,leading and mature policy guidelines.At the same time,they have achieved good results in developing community public service based on family integrated service center,promoting the redistribution of social resources through philanthropy platform,exploring a new model of public interest litigation for environmental protection through a public welfare rights case,promoting the effective docking of community livelihood needs and public decision-making,etc.It is also worth noted that the social organizations in Guangzhou have encountered various difficulties when they participated in social governance.Firstly,strict government control leads to the weakening of the initiative of social organizations involved in social governance.Secondly,insufficient professional capacity of social organizations restricts the depth of participation in social governance.Thirdly,low level of social awareness affects the participation of social organizations in the function of social governance.The deep root causes of the above difficulties arise from the original environment of social organizations,the crisis of trust with the government and weak promotion and marketing.Comparing and analyzing the development experience of social organizations in other countries,we need to change the government's ideas and methods on social governance,fully stimulate the vitality of social organizations,and actively optimize the public opinion environment for social organizations' participation in governance.Through comprehensive analysis above,this paper puts forward some countermeasures to promote social organizations in Guangzhou to participate in social governance.Firstly,we need to accelerate the establishment of policy support for cooperative governance from Guangzhou social organizations.Secondly,continuously guide the capacity building requiredby Guangzhou social organizations to strengthen its governance functions.Thirdly,actively nurturing the supportive atmosphere for implementing common governance from public organizations in Guangzhou.
