A Research On The Operation,Problems And Countermeasures Of The Social Protection Center For Minors Protection Center

In recent years,the media reported more and more cases of injury to minors,and the circumstances is extremely bad,serious harm to minors life safety,physical and mental health,has become a serious social problem,and aroused widespread concern in the whole society.The Ministry of Civil Affairs took the lead in May 6,2013 issued a "Ministry of Civil Affairs on minors social protection pilot work notice",selected 20 pilot areas to carry out minors social protection pilot work in the country,and set up minors' social protection center in the pilot area.And in July 31,2014 added 72 pilot areas,to carry out the second batch of national minors social protection pilot work.The operational status and its effectiveness of minors' social protection center are of great importance to the development of minors' social protection.Since the establishment of minors social protection center,it has played an important role in promoting the development of local minors' social protection work.The method used in the paper include questionnaire,interview and the participatory observation,on the basis of fully understanding the current situation of minors' social protection center,assess the effectiveness of its work,rethink the problems in the couese of operation and analysis the reason.Combined with the actual operation in minors' social protection center as an iternship social worker in nearly a year,and put forward a countermeasure to let the minors' social protection center run better.The focus of the paper is the analysis of the problems of minors' social protection center and the solutions.Practice of social protection for minors is still in the exploratory stage,there is no standard for hardware facilities construction and service delivery,and also lack of reference.On the basis of understanding the facilities,staff,funding and services of the minors' social protection center in L City,and there is no assessment criteria to determine whether there is a problem with the operation of it.By collecting the staff's views on the construction of minors 'social protection center,the degree of matching of services and the needs of minors,the number of services covered by the number of minors,summed up the lack of funding for minors' social protection centers,service formalism,low utilization of service facilities and the inability to integrate resources.After further analysis of the reasons,the authors found that the staff of the minors' social protection center did not know whether it was a service provider or a manager,nor a plan to improve service and management capacity.The minors 'socialprotection center has no plans for operations and services,Depending on the arrangement of the higher authorities,the shortage of professional staff and funds are dependent on the higher authorities.The work of the model is to do their own,there is no awareness of launch volunteers,social organization and minors social protection work related departments.It is concluded that the minors' social protection center did not understand the community environment and did not understand the needs of minors,and the relevant units did not work together for the work.Social workers,social organizations,community joint action model through the rational positioning of each other's role,can be achieved in the work of complementary advantages.The author puts forward the idea that the minors' social protection center should run better,and it needs long-term funding guarantee,diversified service,strengthen the encouragement and assessment of the staff,strengthening the construction of community service platform,the minors 'social protection center and rescue management station separation proposal.
