Public institutions are important carriers for our government to provide public services to the society and play an important role in economic and social development.However,at present,there are a series of problems such as institutional bloatedness,ineffectiveness,and backward management,which affect the quality of service and service efficiency.In the past many public institutional reforms,most of them paid attention to investment,ignored process supervision and assessment,and failed to achieve the intended purpose.Therefore,it is theoretically and practically necessary to explore the performance evaluation of public institutions,and to promote the implementation of the responsibilities of public institutions and the improvement of service levels through assessments,so as to provide society with more quality public services.From the perspective of theoretical logic and experience,the establishment of a scientific and rational assessment system,including the organizational system and index system,is the basis and prerequisite for ensuring effective performance assessment.Government performance evaluation is a frontier topic of public management and government management innovation.Public institutions are institutional organizations with Chinese characteristics and can be considered as quasi-government departments.The performance evaluation is based on results-oriented and public satisfaction oriented.It aims at pursuing the unification of executive power and credibility,and injecting impetus into institutional improvement and social service.From a technical perspective,the performance evaluation system of public institutions is an integral part of the management system and consists of a series of interrelated subsystems.Among them,the evaluation body determines the credibility and authority of the evaluation,and the index system determines the scientific and professional evaluation.This article uses literature analysis method,case analysis method,quantitative analysis method and other research methods,based on the concept of government performance evaluation method,with Guangzhou City A District institutions as an example,to build aperformance evaluation system,focusing on the organization system(assessment subject,object,The method flow,results application,etc.)and index system(including evaluation content,indicator structure and dimensions,specific indicators,weights,and scoring criteria,etc.)and then applied the system to empirical results(The annual performance evaluation results of subordinate institutions of the Bureau of Agriculture and Landscaping are 95.69 In this case,55% of common indicators and 45% of personality indicators),are used as a case study method to analyze the existing problems and causes of the performance evaluation of current institutions.Based on empirical results,put forward specific ideas and suggestions for improving the evaluation system and improving performance,namely: clarify the functional orientation of evaluation,strengthen the organization and management of evaluation,introduce third-party evaluation,improve the evaluation index system,cultivate performance evaluation culture,and strengthen the application of evaluation results,as well as the expansion of public participation and supervision and evaluation activities.
