Research On Performance Evaluation Index System Of Government Purchasing Public Library Service

The emergence of government purchase of public library services provides a new model of library service.From the 2010 Wuxi New District Library to carry out the whole process of purchasing services,breaking the government as the only provider of public service of the traditional model,means that the provision of public library services to the political and social cooperation has taken a new step.In order to better realize the transformation of government functions and buildthe goal of a service-oriented government,China has formulated the "Government to the social forces to buy services guidance","Government Purchase Service management measures(interim)" and other policy documentssince 2013.The local government promulgated the corresponding rules and regulations to actively promote the government purchase standardization.So that more social forces and public participation take part in the provision of government public services.With the introduction of the national policy,the local public library service purchase also put on the agenda,showing a thriving trend.However,the improper performance evaluation can make a big constraint on the future multi-functional development and service mode innovation of the library.The responsibilities of each party are unclear,and the deficiencies of purchasing system and management mechanism are constantly emerging.The effectiveness of the performance evaluation indicators and evaluation process is insufficient.The lack of evaluation subject and object make the performance evaluation which should be used as government purchasing guidance,the tools of control and incentive can not achieve the expected effect,and the Government purchase Public library service also has huge purchase risk.At present,the research on the performance evaluation index of Government purchasing public Library service is obviously insufficient,performance evaluation system is slow to improve,which is also the problem that needs to be solved as soon as possibleto promote the government purchase more perfect.This article embarks from the government's purchase of Public Library service,first analyzes the theories of the government Purchase service at present,makes clear the concept of "the subject of government purchase" and "the administrative attribute of Public Library" in the government purchasing public library service,and analyzes it in detail.The second step is to select the public libraries in our country which is successfulin government purchasing,to obtain information by retrieving and analyzing their documents and list the subject,object,process of government purchasing performance evaluation,and to put forward the existing problems of performance evaluation.The third step,after reading a lot of literature reference and reference,the corresponding performance evaluation model and performance evaluation index system are constructed,and refer to relevant data to give the system's each index score.Through the experts' argumentation,the index system and score are proved and perfected,and then finally form a performance evaluation index system with definite scoring standard.At last,the paper makes a practical demonstration of the index system of the Wuhou Library in Chengdu,and puts forward some suggestions and opinions through the results and scores.This paper constructs an index system based on fairness and satisfaction,and it also has a pluralistic performance evaluation subject and a wide range of performance evaluation object.The new performance evaluation index system can better improve the quality of service and management of government purchase,and it has some reference value to the Public library service under the government purchase mode in the future.
