Research On Government Performance Evaluation System Based On "Citizenship-orentation"

A clean and efficient government is very important for the development of economy and society. The implementation of performance management within the public sector, building a probity and efficient service-oriented government is a major topic in government reformation today. With the rise of new public management movement, the government administrative mode changes gradually from the control-oriented to a service type, the performance of their work was judged ultimately by the service object,listening to citizen demands and meeting turn into the service-oriented government's starting pointo.Therefore,attention to a "citizen-oriented" performance assessment in the public sector has become the inevitable trend of further development under the guidance of the new public management ideas, the government performance evaluation based on the "customer-oriented" became popular in the West, governments have made some practice and got some experience. In this new trend, China has also started to participate in the "citizen-oriented" government performance assessment. Besides achieving some success, there are many problems and difficulties. Analysis of its causes, though with our late start on government performance evaluation, but fundamentally because of the lacking of active participation of citizens, ignoring the public satisfaction in government performance assessment. At the present time, the government reformation should be based on the national conditions and boldly learn from Britain and other countries experience in government performance assessment, establish a maturity mechanism for public participation, build a "citizen-oriented" government performance evaluation system, The key of this system is to build a scientific and reasonable performance evaluation index system. In this paper, firstly sorting out the theory and practice about "citizen-oriented" performance evaluation in domestic and foreign governments. The establishment of a "citizen-oriented" government performance assessment system should be under the concept of indicator development diversification and assessment subject diversification, based on social surveys, insetting the citizen satisfaction indicator throughout the government performance assessment.
