Waterway is a public transport infrastructure and some data show that China's waterway navigation mileage has ranked first in the world.The province Donghua is a large water-transport province,and inland waterway transportation is also the main part of the comprehensive transport system of province Donghua,so the reinforcement and upgrading of waterway construction is the basis of further development of province Donghua's inland waterway transportation andis of an irreplaceable role in the economic development of province Donghua.In recent years,the construction of waterway system in province Donghua has been strengthened continuously,while the formal staffsare the talent guarantee and intelligence support for waterway construction.Therefore,it is necessary to study the situation of staffing management of waterway system in province Donghua,so as to provide a reference for the staffing management in the waterway systemsof other provinces and regions as well as for the staffing management in the internal institutions of governments in other regions.From the perspective of internal and external perspective of the organization,this paper makes a screening and analysis on the factors influencing the staffing of the waterway system in province Donghua,and considers that the maintenance fund of waterway construction,the number the updating of navigation marks,the shipping turnover,passenger turnover and freight volume,the scale of staff compiling in the waterway system of proportion of waterway construction maintenance funds accounting for the general public service expenditure of province Donghua,as well as the change of the regulation policiesabout the staffing management will directly affect the number of first-level government compiling staff and the compiling and non-compiling staff in the waterway system in the province Donghua.The analysis on the staffing management in the waterway system of Province Donghua is the basis of the reasonable establishment of the personnel compiling system in the future construction of the waterway system of province Donghua and even the whole government departments,so the research in this field has an important function and significance in theory and practice.This paper mainly explores the theoretical basis of the staffing reform inthe waterway system of province Donghua,combs its influential factors and influence ways,verifies the effect of staffing reform,solves the difficult problems that may be encountered in the staffing management in the waterway system of province Donghua,and puts forward the scientific basis and suggestions for the staffing management in the waterway system.The research results of this paper can provide a decision-making reference for the improvement of staffing management and reform system in the waterway system and first-grade government function departments,and provide the decision-making suggestion for improvement of the relevant regulations on the staffing management and reform system in first-grade government function departments.In addition,it is enough to test whether the implementation of the staffing reform in China has been practical and efficient.The aim of this paper is to meet the needs of the staffing in the waterway system and provincial government of province Donghua,so as to provide the basic guarantee for promoting the healthy development of the staffing management.
