| The staffing of public universities in China belongs to the establishment of the enterprise.The state organs implement macro management and the specific use of public universities.The staffing is political resources,personnel quotas,identity attributes and individual rights.The state has established the basic personnel system of public colleges and universities based on the staffing management.The staffing management is the core part of the human resources management system of public universities.There have been many problems in the implementation of personnel management in public colleges and universities.With the comprehensive advancement of China’s higher education modernization,staff management has greatly restricted the development of human resources in public universities and the need for school development.National and economic and social development requires a high level of support for higher education.It is an urgent issue and important significance to study and solve the problems existing in the management of public colleges and universities,and to promote the construction of the teaching staff of public universities.On the basis of summarizing the management of public colleges and universities,this study selects the staffing management of public universities in Guangdong as the main research object,and comprehensively applies the methods of literature research,comparative analysis and questionnaire survey to the basic system and approved use of personnel management.In-depth analysis of the status quo of the full-time teaching staff,combined with the study of typical cases,puts forward four major problems in the staffing management of public universities in Guangdong Province,such as insufficient staffing scale,rigid system,restricting the construction of teaching staff,and causing unfairness.From a theoretical perspective Rethinking and finding out the six causes of the above problems from the perspective of practice,including the mismatch between the staffing and the human capital recognition of public colleges and universities,the inconsistency between staffing management and the development of human resources in public universities,and the formation of personnel management to form a psychological contract between public universities and faculty.The relevant government departments are lagging behind the concept of governance in public universities,the imperfect management system for personnel management,and the alienation of personnel in practice.Based on the analysis of the development of public institutions in Guangdong Province,this study analyzes the positive factors,constraints and faculty demands of the institutional environment and object relationship.It is considered that there are certain difficulties and risks in the reform of staffing management in public universities.The necessary conditions and the overall reform foundation are good.The research proposes three countermeasures and suggestions for the reform of staffing management in public universities in Guangdong Province,including strengthening the top-level design of personnel management management reform,establishing a total management system for public colleges and personnel,and improving the total number of public colleges and universities.Management regulatory mechanisms.This study has formed some new ideas through the combination of theory and practice,including a new definition of the concept connotation of staffing and staffing management,and a preliminary discussion of the psychological contract formed by staffing,which has enriched and expanded the relevant theories to a certain extent;At the same time,it is of great practical significance to explore the specific measures for the implementation of the total number of personnel in public universities in Guangdong Province,and provide reference for the next step to promote this reform. |
