In recent years,with the continuous advancement of national institutional reforms,grassroots government departments have carried out streamlining of institutions and personnel,but the administrative and public affairs undertaken have become increasingly burdensome,leading to the shortage of manpower.Because the form of non-staff employment is relatively flexible and can quickly meet the needs of human resources,grassroots government departments generally meet the needs of daily work by increasing the strength of non-staff recruitment.Compared with on-staff management,non-staff management has no unified standard from top to bottom,resulting in management dilemmas,resulting in low work efficiency and damage to the government's image.Therefore,it is of great significance to study how to strengthen the management of non-staff personnel in grassroots government departments to promote the coordinated operation of grassroots government departments and enhance the image of the departments.The thesis focuses on the management of non-staff personnel in grass-roots government departments,and takes the management of non-staff personnel in the taxation system of W City,Shandong Province as an example.Through questionnaire surveys,individual interviews and other methods,the problems and causes of the management of non-staff personnel in W's taxation system were discussed.Measures to improve the management of non-staff personnel in grass-roots government departments After research,the main results and conclusions are as follows:There are many problems in the management of non-staff personnel in grass-roots government departments,such as the disordered growth of staff size,low salary and salary,and limited career development.It is related to the contradiction between the shortage of manpower and the increase in workload,the limitation of the status of non-staff personnel,and the imperfect management mechanism..The thesis combines incentive theory,new public management theory,human resources management theory,and draws on domestic and foreign relevant practices,and proposes countermeasures to improve the management of non-staff personnel.One is to break the identity gap between non-staff and non-staff personnel,and implement a full-employment appointment system;second,establish a sound performance appraisal mechanism and strengthen the application of assessment results;third,improve the non-staff compensation system,link wages and salaries with performance assessment,and improve The enthusiasm of non-staff personnel;the fourth is to guide non-staff personnel to strengthen their career planning,with targeted and planned input;the fifth is to standardize the recruitment process of non-staff personnel and ensure the matching of posts;the sixth is to provide equal education and training opportunities for non-staff personnel Improve your own qualities.
