Governments' Behavior In Appraisal:Mode Classification And Intensity Measurement

Appraisal generally refers to the process that evaluation subject officially pursue accurate assessments on the base of multi-indicator measurement in line with scientific methods,standards,and procedures.It is conducive to promote the healthy development of the given organization.Government performance appraisal as an important part of new public management is of great help for strengthening government supervision.However,there are several typical scenarios demonstrating local government appraisal ' s decentralization,disordering,and abnormality.Local governments as evaluation subjects are confronted with internal role conflicts and misplaced functions.As a result,there rise various conceptual misunderstanding,misaligned behaviors,and responsive evaluation strategies&behaviors such as avoidance,modification,collusion,and others.Consequently,it is of significant disparity between the behavioral logic and the value benchmark and thus the specific modes of local government appraisal behaviors do exists.This paper firstly analyzes the connotation characteristics and pattern classification of local government appraisal behavior,and attempts to expound classical theoretical models.To go further,based on the field survey in Pearl River Delta region,the paper describes the perceptions and judgments of the public sector assessment,employs affirmative factor analysis to figure out the classification and measurement of local government appraisal behaviors.In the third place,we explore to match the measurement results of local government appraisal behaviors with existing theoretical models,for the purpose of verifying and illustrating the 4 given classical behavior patterns.Last but not least,the paper offers several feasibility explorations of both improving the given classification approach and defining behavior intensity ranking.The results show that the empirical research on the governments' appraisal behavior which based on the sample,is generally consistent with the existing theory of governmental behavior,whatever the behavior intensity ranking have different results based on two methods.
