Research On The Behavior Of Local Government Under The BT Mode Of Public Infrastructure

With the rapid development of the socialist market economy,there is a huge demand for the construction of public infrastructure as the econo mic base.In order to speed up the construction of public infrastructure,in recent years,our country has adopted the "BT" model,in order to solve t he problem of insufficient funds for public infrastructure construction,to a great extent to ease the financial pressure of the government.But becau se of the "BT" mode is an "import",the development time in China is sho rt,the financing mechanism of legal supervision is not mature either,espe cially the existence of local government supervision and some irregular b ehaviors,which makes the model in a big risk.In practical application,th e behavior of local government is very important to the success of "BT"mode.To improve the local government behavior under BT mode were s tudied and worked out step by step,the road of sustainable development in the construction of public infrastructure worked and prompted the gove rnment to change from direct management to indirect management,realiz e the transformation from "management" to "service type".The developm ent of public infrastructure construction will play a huge role.Therefore,i t is very necessary and significant to study the behavior of local governm ent under the "BT" mode.Based on the data of the summary,this study concludes that there is i n the "BT" mode of local government behavior problems include:the exis tence of "achievement project" "image project" phenomenon;two bidding rigging,project contracting and subcontracting layers of the phenomenon;three government force repurchase,lack of credit policy.Four increased r isk;lack of authority of special legislation,the lack of legal system constr uction;five the operation is not standardized,many problems.Six "BT"mode of government financing supervision.This study based on the game theory,combined with the A Yingbin Road(highway overpass to the port city of A)case analysis of road recon struction project,the local government to investigate the application of"BT" mode of public infrastructure on the decision-making,motivation an d behavior,that the local government service oriented,based on the game analysis,the positioning of the role of the local government,and the loca 1 government behavior in the "BT" model in the existing problems,put fo rward the basic ideas of perfecting the "BT" mode of construction manag ement system,which is necessary to establish the public participation in p ublic infrastructure investment decision-making mechanism,establish fun d management system,and strengthen public infrastructure investment de cision-making democratization establish and improve the accountability s ystem,to standardize the behavior of government from the macro and mi cro.
