Research On The Work Mode Of Ties With The Masses In Grassroot Government

The mass line is the most fundamental line of our party's work and is also the party's fine tradition.The Party's report at the 18 th National Party Congress pointed out: “To maintain the Party's advanced nature and purity,we should carry out intensive activities throughout the Party to study and practice its mass line,with the focus on the need to serve the people and to be down-to-earth,honest and upright in conduct.We should solve pressing problems of keen concern to the people,and raise our ability to do people-related work well under new conditions.” Since the 19 th National Party Congress,the people's main position has received unprecedented attention.The report pointed out: “We must put the people's interests above all else,see that the gains of reform and development benefit all our people in a fair way,and strive to achieve shared prosperity for everyone.” This means that all tasks must be conducted around the fundamental interests of the broad masses of the people,and doing a good job of the masses is The development of the new situation poses an important political task for the grass-roots government.With the reform and opening up and the advancement of the socialist market economy,changes have taken place in the socio-economic components,forms of employment and distribution of benefits.In addition to the rapid development of new media such as the Internet,people's work,life,and social environment have been changed greatly.Faced with the changes and development in the new period,grass-roots governments are faced with many new difficulties and challenges in connecting with the masses.As the lowest level of administrative divisions in our country,the grass-roots government has the most direct connection with the masses and is a zone with many contradictions.If the people's contact work is not done well,it will not be conducive to the consolidation of the ruling foundation and will also affect the country's harmony and stability.Therefore,how the grass-roots government can innovate in ties with the working model of the masses according to the needs of the development of the situation and how to improve the scientific level of grass-roots mass work in the new era have become urgent problems to be solved.This paper takes the “direct-to-spot direct connection” work mode of Linpan Town,Guangdong Province as the entry point.Through the questionnaire survey,we understand the basic situation and work effectiveness of the “direct-to-spot direct connection” work practice in Linpan Town,Guangdong Province,and find that there are problems that the working methods of the people are single,the work flow is not standardized,the work is easy to formalize and the long-term working mechanism is not established.The analysis of the reasons for the existence of problems is mainly due to the uneven quality of cadres,the long-term development of trust relationships between cadres and the masses,the lack of efforts to resolve issues and the insufficient work performance supervision and evaluation system.On the basis of analyzing the reasons,we put forward five suggestions: a clear division of labor at all levels and strengthened accountability;strengthened training of cadres and improved service quality;strengthened organizational development and built a platform for expression;improved system construction and established a long-term mechanism;implement resource leaning and provide material protection.They provides empirical evidence and references for Guangdong to further improve the work of the grass-roots government in liaising with the people and innovating in the work model of the masses.
