Government performance management is a new administrative mode originated and developed from the new public administration reform.It can effectively supervise and guide the actions of government departments,and has a great effect on improving the level of legal administration and establishing good public credibility.As a management system,performance management can not only arouse the enthusiasm of employees,but also restrain the negative impact resulting from unfairness.Q city is a coastal tourist city and a national civilized city,so it is of great practical significance and strategic application value to find out how to improve the management level and work efficiency of government departments and promote the healthy development of economy and society of the city by carrying out the government performance management.On the basis of a comprehensive and in-depth study of the domestic and international relevant theories and literature on government performance management,as well as the goal management theory and the new public service theory,taking the present situation of performance management of the Q city tax system as the starting point,using a combination of qualitative and quantitative analysis,theory and practice,history and reality,by means of questionnaire and SPSS 19.0 software,this paper makes an empirical analysis of the performance management of Q city tax system.It is found that there are still some problems in the current performance management system,for example,the system of indicators is not perfect,the process of performance management and the subject of performance evaluation is deficient,the results are not fully used,and the ideology is not balanced,etc.Therefore,after further analysis of the reasons,the author puts forward effective optimization countermeasures from the aspects of perfecting the index system,improving communication mechanism,enriching the subject of evaluation,expanding the application of results,strengthening the organization guarantee and cultivating the performance culture.This study helps to standardize the performance management system of Q city tax system,enriches the performance management theory,and provides reference value for Q city government departments and other local tax authorities to improve the performance management level.
