Since the implementation of "The 13th Five-Year Plan",and under the background of innovation-driven strategy and talent first development strategy,China's public institution reform has been promoting steadily to meet the needs of China's administrative reform and the development of socialist market economy.Under such circumstance,the human resource management mechanism in public institutions is being activated step by step,and the management autonomy is being implemented and promoted.Public institutions have developed a set of management system that can effectively improve the organization performance by learning from the mature and developed enterprise performance management system and in line with their own actual situations.Such management system will have positive impacts on its effective integration with the market,improve the performance management level and human resource management efficiency.The SZ Government Affairs Information Center is mainly responsible for the information network operation of the party and government organizations and the construction of information system of Shenzhen.The information-based government administration is developing rapidly,so is the SZ Government Affairs Information Center which has developed in the size of the organization,the amount of capital and the scope of responsibility.Although SZ Government Affairs Information Center advocates the implementation of performance management in human resource management,the implementation effect is barely satisfactory.The whole center has poor awareness of performance,and gives priority to the form of performance management over its contents.The performance evaluation standards are inflexible,and give too much emphasis on fairness,resulting in performance management being unable to effectively guide employees to give play to their initiative and play a limited role in improving the central performance management effect.In such circumstance,the employees only focus on the completion of tasks,and have no full understanding of the meaning of work performance when they are subject to performance evaluation.Therefore,the evaluation results have limited impacts on employees.In summary,it is difficult for the management to achieve desired effect of performance management,and employees cannot be motivated and driven by performance management.Performance management is just a set of processes,which seriously affects the overall efficiency and development planning of SZ Government Affairs Information Center.This paper studies the performance management system of SZ Government Affairs Information Center.The study reveals that SZ Government Affairs Information Center has such problems as poor awareness of performance management,unreasonable standard system,lack of communication,unreasonable performance evaluation and improper application of results by following-ups,interviews and surveys.This paper analyzes the current situation and problems of the performance management of SZ Government Affairs Information Center in the light of the performance management theory and the key performance indicators,and proposes a plan to improve and optimize the performance management system of SZ Government Affairs Information Center.
