Research On Government Performance Management Based On The Theory Of New Public Service

Modern public administration and public management research in the early20th century and rise in the West, China as a unified multi-ethnic country, despite the government for thousands of years management experience, due to historical reasons the research in this area lags behind the West. I n70’s of20th century, the west of developed countries launched a massive new public management in the public administration reform as the guide movement, greatly improved the operating environment of public administration, improve the efficiency of public administration. The early80s, China opened a modern public administration and public management research, the reform of public administration thinking of Western countries gradually into China.End of the20th century, represented ascended Mr. and Mrs. Heart to questioned and criticized in the new public management based on the theory of New Public Service. The theory was put forward once widely used in Western countries and some emerging modern state, our government in the early21st century with the tide of history to seize the opportunity of "building a service-oriented government."It was against this background. In this paper, the attitude of seeking truth from facts in the public service of the new theory of the process and practice of Western countries the reform of public administration research and analysis of the literature, attempt in the new public service theory and performance management of our government find a meeting point between the actual, aimed at an entirely new perspective analysis of China’s government is facing the problem of performance management, and constructive suggestions are given for reference.This paper is divided into five parts. The first part of this paper mainly introduces the research background, significance, literature review,the framework and content of this paper.The second part introduces the relevant contents of new public service theory more detail. In the third part, the paper firstly introduced the present situation of public administrative reform of our government, and then through the introducing of the public administrative reform in the developed countries like Britain and America, finally make a comparative analysis and the summarize several experiences. In the fourth part the article gives some constructive suggestions to promote the reforming of our government performance from the perspective of new public service theory. The fifth part is the epilogue parts.
