The Principle Of "Common But Differentiated Responsibilities" In Global Climate Governance

While developing the economy,the world is also paying attention to the protection of the ecological environment.At present,air pollution,climate change and other issues are attracting more and more attention from all countries in the world.As an important principle of international environmental law,the study of the principle of common but differentiated responsibilities is attracting more and more attention."Common but differentiated responsibilities" is a principle established by the United Nations conference on environment and development in 1992,which has been regarded as a fundamental principle by the international community in dealing with a series of environmental issues.According to the contents of the principles,the United Nations makes different classifications according to the differences in national economic development and industrial structure,and requires developed countries and developing countries to fulfill their responsibilities in the emission reduction of greenhouse gases,and demands the division of labor in terms of financial provision and technical support.Society is in progress,however,and the development of industrial economy are also further speed up the pace,countries for commitments,such as money problems did not come to an agreement,especially the developed countries and developing countries have to understand the principle and implement exist different opinions,climate negotiations from confidence to repeatedly stalled,so the principle of development exist many problems to be solved in reality.This paper is divided into four chapters to explain this principle.The first chapter mainly introduces the concept and content of the principle,the generation and development of the principle and the different understandings of the principle between developed and developing countries.The second chapter expounds the necessity of the implementation of the principle of "common but differentiated responsibilities",and analyzes from three perspectives that if we can always adhere to the principle of common but differentiated responsibilities,the utility of the principle can be fully played,and if we continue to adhere to the principle,it can play a greater role.The third chapter analysis in the implementation of the principle of common butdifferentiated responsibility problems,mainly from the target to carry out the difficult,funding issues and technical problems were introduced from the aspects such as the parts,through analysis it is concluded that the first thing we need to face and solve the problem encountered in the reality,to make the principle of common but differentiated responsibility play its biggest role.In the fourth chapter,when introducing the direction of improvement,it also highlights the legitimacy and necessity of adhering to the principle,clarifies the status of the principle,and improves the financial mechanism to enhance the security capability of the climate change fund.Through the study of this paper,we hope to improve the principle of common but differentiated responsibilities,to further solve the problem of climate.
