On The System Improvement Of China's Water Supply PPP Mode

Water supply is an important part of China's livelihood issues,which is related to People's Daily life and development of the country.Based on the background of PPP,this paper expounds the value of PPP to government and social capital,and illustrates the current situation of the system of PPP mode in China.China should adhere to this mode of development to adapt to the needs of the market and people's lives.There are many regulations on PPP mode in China's current system,but there are few rules and regulations at the level of laws and regulations,and the relevant systems of water supply PPP mode are mainly formulated by NDRC,ministry of finance and ministry of water resources.The PPP pattern of water supply system exist some shortcomings and the insufficiency,host law without special provision of the PPP mode,authority is unknown,the PPP contract attributes can not be sure,risk defensive measures was flawed,value evaluation the lack of regulation and dynamic adjustment of water price mechanism is imperfect and so on;To coordinate the local government and social investors and the social public the PPP and the interests of the relationship between risk sharing,must perfect the related system: to set up dedicated the PPP law,clear one authority for the PPP,the director of the organization,improve the properties of the PPP mode in each link of contract,to perfect the dispute solution rules,improve the risk prevention measures and regulations in the host law value evaluation and price adjustment of water the PPP model in the relevant system consummation.
