Enforcement Under The Management System Of Water-affair Integration

Shenzhen city has taken the lead in the implementation of water affairs management system reform since 1993. The water affairs reform in our country has developed for more than 20 years. Practice has proved that, comparing with previous water affairs management mechanism, the water affairs integration management mode has more advantages. Guangzhou city has implemented water affairs integration reform seven years ago, and the management effect was obvious, and the water affairs law enforcement have also made some achievements. Guangzhou is in the leading place of water affairs management compared with the national average, although, under the water affairs management integration system, there still exists many problems to be solved in the law enforcement of Guangzhou water affairs when compared with developed countries and cities. Therefore, under the water affairs integration management system, this paper conduct a study of the current situation and existing problems of the water affairs law enforcement, and puts forward feasibility countermeasures to improve it. Furthermore, it has important significance for the water affairs law enforcement and to guarantee the water affairs management in Guangzhou.Inadequate attention to the water affairs law enforcement in Guangzhou for a long time, imperfect law enforcement team, incomplete mechanism, some distance between team quality and law enforcement request and so on, which has led to the Guangzhou water affairs law enforcement ability are relatively weak in administration, and the social effects produced from water affairs law enforcement is also weak.This paper is about perfecting water affairs law system, strengthening the relevant system of water affairs management, impelling the linkage of relevant mechanism, promoting the standardization of the law enforcement team, improving the informatization construction and so on to explore countermeasures to raise the ability of water affairs law enforcement in Guangzhou, and to ensure water affairs sound and rapid development and good water environment in Guangzhou.
