Xi Jinping delivered at the 19 th National Congress of the Communist Party of China.Secure a decisive victory in building a moderrately prosperous society in all respects and strive for the great success of socialism with chinese characteritics for a new tra.Our party has always attaches great importance to higher education,especially since the 19 th congress,the central party committee is higher education reform and development and other relevant problems,made a series of important deployment,institutions of higher learning to adhere to the leadership of the party,deepen the internal governance structure,strengthening the construction of teaching staff are correct requirements are put forward.How to conscientiously implement the party’s education policy,conscientiously implement the "four" comprehensive strategic layout,by utilizing the method of "the rule of law" thinking,"the rule of law",do a good job in running the school each work,is a new era for the people satisfied the requirement of higher education,is also an important period of institutions of higher learning.High school is a place of talent concentration,knowledge-intensive and active thinking,which is an important position to implement the requirements of the party management personnel.As the field of higher education is one of the core issues of the construction of the "rule by law",to promote the personnel management of colleges and universities under the rule of law,not only is the important content of the university internal governance structure,and is closely related with vital interests such as career development of university faculty.Therefore,it is an important subject to study the law of personnel administration in our country,and it is the concrete manifestation of upholding the party’s leadership and managing the school according to law.Only by better promoting the legal management of personnel management in our universities can we provide a good environment for employing people and create good conditions of employment.Promote institutions of higher learning under the rule of law was on the road go farther,more determined,to realize the construction of the socialist rule of law system with Chinese characteristics,build a socialist country under the rule of law ",the total target has a certain theoretical and practical significance.This paper adopts the method of consulting literature materials,in the personnel management at institutions of higher learning in our country under the rule of law related literature on the basis of objective analysis,comprehensive integration,first analysis the background of the personnel management in colleges and universities under the rule of law in China,analyze the historical evolution and development of personnel management in colleges and universities is the important meaning,and then summarized in this paper,the development situation of the personnel management in colleges and universities under the rule of law;Secondly analyzes the legal problems exist in the process of personnel management in colleges and universities,such as low level in legislation in our country,internal governance structure is imperfect,and personnel management work in accordance with the law have lag;Finally from the strengthening of legislation for our country university personnel,improve the internal governance structure in colleges and universities,and enhance the level of management personnel in colleges and universities put forward the corresponding Suggestions and countermeasures,in order to promote the lawful process,enhance the level of the personnel management to provide the reference.The shortcoming of this paper is that the study on the legalization of personnel management in China’s colleges and universities is a process of constant collision and exploration with practice,which involves many legal or non-legal issues.Due to my limited theoretical level and lack of practical experience,I still need to keep thinking about some ideas and Suggestions and test and improve them in practice.
