Under the background of the modernization of chinese state governance and the construction of modern university system with chinese characteristics,this paper studies the operation of personnel governance system of secondary colleges of universities,focuses on problems,sums up experience,and inspires the vitality of primary organizations within colleges of universities,so as to promote the overall improvement of university governance ability and level of governance.This study focuses on the personnel governance system in secondary colleges of universities in beijing,takes the structural function and holistic governance as theoretical tools,adopts the framework of “Structure-Process-Function”to analyze the institutional change law,current governance structure,personnel management process and personnel governance function of secondary colleges.This study selects four research methods: literature research method,case study method,text analysis method,questionnaire survey method and in-depth interview method,and draws the following conclusions: the internal personnel governance system in secondary colleges of universities has been continuously optimized and perfected through historical evolution,showing the characteristics of selective centralization,power administration and differentiated decentralization.At present,the personnel governance structure of the secondary college consists mainly of the vertical hierarchical structure and the horizontal functional structure..Based on the static and dynamic investigation of the core links of personnel governance,such as the establishment of posts,the recruitment of teaching staff,the appraisal,promotion and incentive mechanism of teaching staff,and the construction of management team,this study finds that the personnel governance system in secondary colleges of universities in beijing is fragmented,with unclear responsibilities and responsibilities between different levels of the institutions,lack of coordination,and confusion between several powers in internal governance.The structure of the personnel governance system in secondary colleges and the problems in the process together cause the imbalance of the entire governance system.Based on the theory of holistic governance,this study attempts to solve the structural and functional problems of the personnel governance system in secondary colleges of universities by reshaping the concept of public governance,perfecting the grid governance structure,constructing the synergistic governance mechanism,and introducing modern governance methods to construct a set of holistic functional optimization schemes.At last,this study tries to discuss the construction of personnel governance modernization system of chinese university,and puts forward the idea of system construction from three aspects: the top-level requirement,the fundamental principle and the intrinsic mechanism,based on the conclusion of this study.
