Since 2011,the word “Smog” has entered the vision of the general public and has become a hot topic of concern.As the most polluted environmental problem in China in recent years,smog has not only brought a threat to human health,but also caused many adverse effects on people's production and life.It has also penetrated into various fields such as politics,economy,environment,and society.Therefore,smog management has become an important work agenda for Chinese government.In China,as the government's governing philosophy changes and the degree of marketization of the media deepens,the role of the mass media in the policy area continues to increase.It participates in the entire process of public policy,which has played an important role in policy formulation,implementation and evaluation.However,in different types of public policy areas,the effect of the mass media are also quite different.Smog's environmental public policies are closely related to the vital interests of the public,so whether it can be scientific and democratized attracts much attention.Expectations and requirements on the mass media in involving in relevant public policies are much higher.Therefore,this paper take Southern Weekly as research object,screen the relevant reports on smog from 2000 to 2017,adopt the content analysis and interview method,and use the agenda setting theory,and public policy process theory to study the roles of this media.This paper focusing on analyzing what role it plays in promoting the policy's scientific and democratic aspects,and what deficiencies exist,hoping to provide reference for the mass media's participation in environmental public policies and promote the policies become more scientific and democratic.
