The Study On Public Policy Of The Development Of Southern Part Of Yangpu Binjiang Area

Surrounded by Huangpu River on three sides and with a 10km stretch of coastline, Yangpu District is the concentration of traditional industries, universities and scientific research institutions. Since the 90’s of the 20th century, Binjiang (the East Bund) area, the important region of Yangpu traditional industries, has experienced a serious recession and almost become a relatively backward region of the whole area whereas the other Riverside areas, such as Xuhui Binjiang area, EXPO Binjiang area, Hongkou North Bund, have entered a new stage along with the large-scale development of economy, society and social construction.In the recent decade, Yangpu has spent a great effort in innovation and exploitation, as a result, some areas such as Wujiaochang Urban Sub center, Knowledge and Economic Circle around Tongji University and Dalian Road Headquarters Development Zone are taking shape. So far, Yangpu is carrying out a large-scale construction of’Innovation Pilot City’; however, the Binjiang (the East Bund) area is the weak link of the whole program.The theories of’New Economic Geography’have offered a new perspective to the research of regional industry development and public policy. Based on the’Theory of Competitive Advantage’proposed by Michael Porter and’National Innovation Systems’ propounded by Dahlman and Nelson, the author maintains that Regional Advantage is the competitiveness in the development of an area while the innovation capability of one area is depended on systematic foundation. As a result, the government is supposed to promote the innovation and regional development, which will accelerate the interactive development of the exploitation in Binjiang (the East Bund) area and the construction of ’Innovation Pilot City’.The author considers that, Yangpu as an important component of the central Binjiang Area, the first priority of the district is to exert great efforts to exploit the southern part of Binjiang (the East Bund) area in order to promote innovation and development of the whole Yangpu Binjiang Area. This will also integrate the development of Yangpu Binjiang Area into the whole plan of Shanghai Binjiang Area development.It is firmly believed that the study of the development in other city or countries, like Tianjing, Canada, Britain, both home and abroad, will offer a referential meaning to the exploitation of southern part of Yangpu Binjiang Area. Crystallized thoughts and feasible methods are required in the process of the development, which will integrate the demands and goals of Yangpu’s constriction of’Innovation Pilot City’ into the development of the southern part of Yangpu Binjiang (the East Bund) Area. The development will be divided into three stages, including long-term, middle-term and short planning, which will exploit the full advantages of the location of Yangpu Binjiang. And at the same time, with the integration of innovation, Yangpu Binjiang will certainly be severed as the’Main Engine’ for Yanpu’s another great takeoff. Meanwhile, this paper also provides concrete ideas and feasible methods for those similar Binjiang areas in old cities to their own recovery, development and leap.
