The effective supply of rural public goods is the basis of the country's Rural Revitalization Strategy,which is related to the overall situation of the rural economic development,and is also a key link to build a well-off society in an all-round way.The supply subject,as the provider of rural public products,plays an extremely important role in the effect of the supply of rural public goods.At present,the main body of the supply of public products in the rural areas is the government,the market,the third party organizations,the peasants' spontaneous organization,the peasants' individual and so on.Of all the supply subjects,the government plays the main role.The guiding role is the most important provider of rural public goods in China at the present stage,as well as the main supervisor of the supply of rural public goods.In the nineteen major reports,general secretary xi jinping especially points out that governments should respect the wishes of farmers on the issue of agriculture,rural and rural areas,steadily promote the public service in rural areas,accelerate the development of rural economy,and put forward the strategy of rural revitalization for the first time.In the critical period of building a well-off society in an all-round way,the development of rural economy is particularly important.The supply of rural public products is the cornerstone of promoting the development of rural society.Therefore,in the new historical development period,it is still very important to study the subject of the government as the main body of the supply of rural public goods.This paper selects three representative cases and analyzes the main problems of the government as the main supplier of rural public goods from the case.After the reform and opening up,especially after the reform of tax and fee,the government financial funds are becoming more and more tense.The government has gradually transferred the cost of the supply of rural public goods to farmers.However,the farmers' economic ability is limited.Therefore,the problems of the supply of public goods in rural areas are due to the shortage of total supply and low level.Below,supply varieties and demand are misplaced,improper supply behavior,low supply efficiency and so on.It is undeniable that the government's supply of rural public goods is restricted by various factors,such as the unclear relationship between the upper and the lower and the lower and the lower and the lower and the lower and the lower and the lower and the rural public goods supply.But the main reason is that the government has not set up a service-oriented government concept,a considerable number of officials have not firmly established the correct view of political achievements,and did not build the sun and self-discipline type of government.Under the background of building a well-off society in an all-round way,the government needs to strengthen self-supervision,make clear the role of the government as the main body of the supply of rural public goods,optimize the supply of decision-making process,strengthen communication with farmers,strengthen cooperation with social forces,increase the supply and type of rural reform products and supplement the government in particular.In order to improve the current situation of the poor supply of rural public goods,eliminate the obstacles of rural economic development and implement the strategy of the country's rural revitalization,the short board of the public field and the widening of the financing channels will be determined.
