The report to the 19 th National Congress of the Communist Party of China pointed out that we should speed up the establishment of a modern fiscal system,make the budget system standardized,transparent,scientific and binding,and implement comprehensive performance management over budgets.At present,in the annual fiscal expenditure,the government procurement expenditure accounts for a large proportion,which is an important means for the country to carry out macro-control.While government procurement plays its positive role,it also brings opportunities for rent-seeking behavior.In recent years,rent-seeking in government procurement has become more and more serious.Stakeholders abuse the power granted by the government and seek rent through their power to obtain illegal benefits.Rent-seeking behavior,in essence,is a kind of non-productive activity that redistributes vested interests.Through the redistribution of vested interests,wealth is transferred from workers to non-workers,so that non-workers can obtain additional benefits.At present,the proportion of government procurement expenditure in the fiscal expenditure is getting higher and higher,which provides a broad space for rent-seeking behavior.It will not only cause the waste of fiscal funds,but also breed corruption and form an unhealthy trend.Therefore,it is of great significance to explore the internal causes of rent-seeking behavior in government procurement and put forward countermeasures and suggestions for the prevention and treatment of rent-seeking behavior in government procurement.This paper is based on General Secretary Xi Jinping’s important expositions on combat corruption and build a clean government,rent-seeking theory and game theory.Using the literature research,case analysis and comparative research methods,through sorting out the data of the scale of government procurement,the government procurement gradually improved development trend is analyzed.Through sorting out and classifying the government procurement policies and regulations,it is concluded that the development of government procurement tends to be more standardized.By combing through the government procurement procedure,government procurement budget preparation process and government procurement internal control process,this paper summarizes the current process and analyzes the existing problems in the appearing stage,and comprehensively summarizes the evolution of government procurement regulation in the appearing stage.After that,the manifestation of rent-seeking behavior in government procurement is explained from three aspects: between purchasers and suppliers,between multi-agents and review experts,and between multi-agents.Taking typical cases of rent-seeking behavior in government procurement as examples,the rent-seeking behavior in the three stages of government procurement during the preparation,during the implementation and after the completion of implementation is analyzed.Try to analyze the reasons of the country,the unit and the government procurement personnel from the rent-seeking behavior.This paper summarizes the characteristics of rent-seeking behavior of foreign government procurement,and then finds the enlightenment,which can provide reference for the rent-seeking behavior of Chinese government procurement.Finally,from the three aspects of the state,the purchasing unit and the purchaser,the prevention and control strategies such as establishing a sound system,strengthening supervision and regulation,increasing punishment,improving budget management,refining the internal control process,establishing a performance system,improving moral quality and professional ability,and establishing a job rotation mechanism are proposed,in order to provide valuable reference for the prevention and control of rent-seeking behaviors in current government procurement.
