Research On The Controlled Delivery's Problem In The Drug Crimes Investigation

The native and abroad investigation practice proves that Controlled Delivery,as a typical means of investigation,plays an important role in drug cases.In the investigation of drug case abroad,the means is both common and effective.In our country,the application of the means is neither old nor bad.As the drug problem resurged,and because of the characteristics of drug transportation,the public security organizations have began to apply the means since Late 1980 s.However,for some reasons,the means is not in common usage,in lack of practical exploration and operability.In practice,the investigative organizations are eager to carry out practical exploration and perfect legal regulations in order to make it work more efficiently.So far,the investigative organizations and the investigators don't know much about Controlled Delivery,lack elementary knowledge and basic skills.For this reason,the article makes research and discussion on the conception,characteristics and value of Controlled Delivery in the investigation of drug case,analyzes the characteristics of the native drug cases and the problems of the native investigation of drug case.Aiming at the fact that there are only the principled regulations in our country,and based on the research on USA,France,Austria and the other typical countries,the article puts forward suggestions on legislation and regulations,and perfect measures of the problems and application of the Controlled Delivery in the investigation of drug case.
