| After the integration of customs inspection and supervision,the new customs,as the only competent department for import inspection and supervision,has exerted great pressure on the Customs Department due to the sharp increase of import volume year by year,the complexity and variability of epidemic diseases and the high requirements for trade facilitation in the inspection and supervision process.Among them,the danger and particularity of imported dangerous chemicals,which are prone to safety accidents,also pose a threat to the national ecological environment security,but at the same time bring indispensable benefits to China’s social and economic development and the realization of social goals,so it is more difficult to inspect and supervise them.This paper takes the import of dangerous chemicals by Hangzhou Customs as an example to sort out the current situation of the inspection and supervision process after the integration of customs and inspection.Carry out questionnaire survey and interview survey on front-line inspection supervisors from the perspective of supervision objects,sort out the survey data and summarize the interview content for in-depth analysis.It is found that the inspection and supervision process after the integration of customs and inspection has some problems,such as the overall level of customs clearance facilitation is’ t high,the department setting does not match the function optimization,the absence of personnel management,the risk prevention and control ability is not strong,and the information construction is’ t perfect,which has been unable to meet the growing import demand and the development of trade facilitation.Carry out targeted analysis on the reasons for the problems in the inspection and supervision process after the integration of customs and inspection.The specific reasons include the impact of parallel and repeated processes on the facilitation of inspection and supervision,the non synchronous updating of laws and regulations and on-site guidance,the weakening of the promotion blocked incentive system,the deviation of inspection and supervision concepts,and the restriction of law enforcement.In the aspect of Hangzhou Customs’ inspection and supervision process reengineering and countermeasure research,based on the comparative analysis of the advanced practices of domestic and foreign customs departments,and combined with the application of the government process reengineering method,a new process of inspection and supervision after the integration of customs and inspection is designed,which integrates the customs inspection declaration process,simplifies the inspection and inspection process,and automates the inspection and supervision release.At the same time,in order to further improve the implementation of the new process of inspection supervision and guarantee design of Hangzhou Customs,it is proposed to refine the departments,improve the laws and regulations mechanism,strengthen the ability to enrich personnel management,promote the information construction of customs inspection integration,strengthen performance evaluation and improve customs clearance services.After the above research,we will build a set of powerful inspection and convenient supervision process in order to solve many problems existing in the inspection and supervision process after the integration of customs and inspection.The research of this paper is to deeply apply the government process reengineering theory in the field of new customs inspection and supervision,and make a beneficial exploration in combination with the core content of the new public service theory and the connotation of the new public management theory,so as to provide a better theoretical support and path reference for the process reengineering of customs inspection and supervision. |
