Research On Dalian Customs Inspection Mechanism Under The New Situation

With the rapid economic growth of our country from the past to the present high-quality growth,foreign trade forms and domestic and foreign trade environment have changed greatly.On July 1,2017,the national customs clearance integration reform was officially launched.with the implementation of the " two centers and three systems",the role of customs inspection link in the whole customs clearance chain is more prominent.the inspection department will fully undertake the follow-up inspection instructions issued by the risk prevention and control center and the tax collection and management center,and put forward higher requirements for the quality and efficiency of inspection work.At the same time,the application of big data and cloud computing for building " smart customs" and " internet plus inspection" provides a strong guarantee,how to deal with the linkage between data and risk analysis,there is no doubt that Dalian customs inspection issued a new challenge.In the 1970 s and 1980 s,western countries put forward the theory of "government reengineering" and the new public management theory to solve the problems of overstaffed government agencies,huge expenditure and low efficiency.Although the new public management theory because of its own starting point is to break the bureaucracy,inevitably cause public management to promote fairness,justice has been damaged,but from its microscopic level of historical experience,there are still some content,has certain reference significance.This paper aims to apply the above theory and the latest research results at home and abroad,learn from the advanced experience and good practices of foreign customs,Dalian customs inspection as an example,combined with the implementation of the national customs clearance integration reform program,in the new situation of Dalian customs inspection mechanism problems and challenges to give a comprehensive and systematic solution.
