With the economic and social development,the importance of urban management has become increasingly prominent.As a city management department with comprehensive administrative enforcement power,it plays an important role in urban management.Due to the historical evolution of urban management,social development environment,the absence of national and provincial-level authorities,lack of special departmental laws,lack of awareness and attention from various local governments on urban management,and lagging construction of urban management departments,urban management executive law enforcement teams Social recognition is not high and the image is not good.Its law enforcement status,law enforcement conditions,law enforcement strength,and law-enforcement reputation are in a weak position compared to horizontal units.In order to radically improve the image of urban management,reverse its social status and evaluation,effectively play its urban management function,and achieve the goals of urban harmony,health,efficiency,and rapid development,this article is based on the actual work of Lianyungang City Administrative Defensive Corps with administrative enforcement powers.The research on the team building issue will be conducted in the hope of providing a point and a face to the public,providing insights and references for the construction of the national administrative and law enforcement departments for urban management.The Lianyungang City Administration Administrative Law Enforcement Detachment has made great contributions in maintaining the city's urban environment and order and improving the city's image.However,the key to the establishment of “Two Cities and One Excellent” under the background of the construction of rule of law and service-oriented government and Lianyungang City.During the period,the administrative and law enforcement departments of urban management not only had a long way to go but also had a lot to do.This article refers to the research results at home and abroad,the use of social practice survey methods,from a broad perspective of training to discuss the construction of urban management and law enforcement team.The article first defined the Lianyungang city administrative and law enforcement personnel to be studied,analyzed the situation of the Lianyungang administrative enforcement team and the status quo of the team building,and then analyzed the situation according to the street bureaucracy,Maslow's hierarchy of needs,and the human resources management theory of the public sector.Analysis of the main problems existing in the construction of Lianyungang city administration administrative law enforcement detachment.The current problems in the construction of the Lianyungang City Administration and Administrative Law Enforcement Detachment are the main problems in the lagging talent team construction,incomplete career promotion mechanism,inexplicable learning and training system,unscientific performance appraisal methods,inadequate supervision and management measures,and inadequate enforcement protection.Through practical investigation and review of literature data,it is found that the reasons for the problems in the construction of the Lianyungang City Administration and Administrative Law Enforcement Detachment are many,both because of their own ideological understanding,system design,and the lack of attractiveness of the position,as well as the lack of attention paid by the government.According to the problems found,the reasons analyzed,and the ideas for solving the problems,the article finally provided targeted suggestions and countermeasures for improving the construction level of the Lianyungang City Administration and Administrative Law Detachment team,mainly focusing on improving the employment system,optimizing the training system,and establishing scientific The performance appraisal system,the establishment and improvement of the supervision and management mechanism,and the improvement of logistical support were improved and improved.Hope that through system,program,content,way and efforts to strengthen,the innovation and improvement of the urban management of administrative law enforcement team construction level in lianyungang new stage,to high-quality development to the city,to achieve the goals of the coma to offer help.
