It is the fortieth anniversary of China's reform and opening up in 2018.In his speech at the second collective study of the 18 th Central Political Bureau,president Xi Jinping emphasized: “To implement the major deployment of the reform and opening up that was established at the 18 th National Party Congress,we must conscientiously review and thoroughly review the course of reform and opening up,understand the historical inevitability of reform and opening up more profoundly,more firmly grasp the regularity of reform and opening up,and shoulder the great responsibility of deepening reform and opening up.”For the long stretches of reform and opening up in last 40 years,the CCP has made arduous explorations,vigorously promoted and led practice,accumulated rich and valuable historical experiences and wisdom.Explorations and rather rich achievements on the history of China's reform and opening up have been made in academia,such as "History of China's Reform and Opening up","Choice-History of China's Reform and Opening-up since 1978" and "Innovation in China-Century Changes in Reform and Development",which mainly focus on the overall national and central levels and relatively less on the local history of reform and opening up.Moreover,few focus on the historical figures of the party and the history of local reform.Guangdong is the forerunner and vanguard of China's reform and opening up.Therefore,the history of Guangdong's reform and opening up undoubtedly occupies a major role in the history of the country's reform and opening up.There is no doubt that Xi Zhongxun made outstanding contributions Regarding to the start and foundation of Guangdong's reform and opening up.Xi Zhongxun led a total of two years and eight months in Guangdong.During this period,it was an important turning point for Guangdong to start its reform and opening up before and after the Third Plenary Session of the 11 th CPC Central Committee.Starting from the actual conditions in the area,Xi Zhongxun centered on the masses,emancipated their minds,gathered people and boldly explored them respectively.They carried out strategic promotion of Guangdong's reform and opening up from three levels: ideological precursor,stability guarantee and development predominance,leading the reform and opening up in Guangdong Take a step forward has become the vanguard and leader in the reform and opening up in our country and both have typical significance and exemplary value in the country's reform and opening up.Upholding the principle of taking development as the center and vigorously promoting economic development will undoubtedly become a major thrust and feature of the reform and opening up during this period.Xi Zhongxun boldly explored a road suitable for the development of Guangdong through investigation and study and combining with Guangdong's own reality.This development path mainly consists of three aspects: innovation system and development-to explore the reform of economic system;development with foot policy-"power to the Central Government";opening up to promote development-the establishment of special economic zones and going abroad.In his life,Xi insisted on seeking truth from facts,paid attention to investigation,closely contacted the masses of the people and always put the interests of the masses first.He never sacrificed his personal gains and losses and always prepared himself for the country and for the benefit of the people.Xi Zhongxun's historical experience in promoting Guangdong's reform and opening up can be summed up in three aspects: It is necessary to emancipate the mind but also to seek truth from facts;to stabilize governance requires not only punctuality but also permanent cure;and the people are the key to coordinating the reform,development and stability.To uphold the principle of reform and development is for the people,to rely on the people,and their achievements are shared by the people.Reform is even more motivated,development is more sustainable,stability is more based,and reform,development and stability are even better coordinated.To systematically review,study and summarize Xi Zhongxun's exploration and practice,his important contribution and historical experience in the reform and opening up in Guangdong still has some reference and inspiration for promoting and deepening the current and future reform and opening up.
