Social Work Advocacy Intervened In The Pension Issue Of The First Generation Of Migrant Workers

The first generation of migrant workers are reaching their retired age after the Reform and Opening policy have been published nearly forty years.According to China's labor law,people who can have pension from government only after he or she has more than 15 years' pension insurance.But the first generation of migrant workers hardly had chance to have pension insurance in the two decades from the 20 th to 21 th century.The reasons which are the enterprises were lawbreaking,the bureaus of social insurance were weak to supervise the lawbreaking enterprises,and migrant workers ignored about their social insurance right,the pension insurance of the first generation of migrant workers is less than 15 years so they can't get the pension from city where they are working.At this situation,it is the best way to have pension in city is that to help the first generation of migrant workers getting back the absent pension insuranceIn the year of 2013,Shenzhen government introduced policy to remedy the absent pension insurance,which means,their right of having pension in Shenzhen is protected by the law,but it is lacking of implementing regulations.At this circumstance,a labor NGO—C organization and several first generation of migrant workers built an group to fight for their pension.It is lasting for five years which contains the stage of preparing.This study based on the group which is divided into four steps and use action research to analyze.The group is to push the government implement the policy through administrative litigation.They appeal for pension through media,performance art and traditional art to get social support.Unlike the other cases of advocacy which are implemented by elites,the principal part of the group are the first generation of migrant workers,and though the event of advocacy,they are empowered.The strategies of advocacy group contain three types which are corporation,movement and competition are settled by the relationship and the attitude of advocate objects.In the content of advocacy,there are three aspects which are suit,policy suggestion and public education to affect the decision makers and get the support by other people,it is the way to public the law.Based on advocacy group,this paper concludes the general elements and the procedure of advocacy as the practical experience.
