Research On Evaluation Index System Of Grass-root Lawful Government

Over the past several years,China has promoted the construction of lawful government continuously and achieved remarkable results.However,the law does not equal to lawful governance and order;the system does not equal to implementation and progress.The goal to construct the lawful government is not only an inspiring slogan,but also a evaluation index system of lawful government which covers a comprehensive fields,strives to be scientific,pays attention to the operation and balance between qualitative and quantitative properties to ensure the implementation and realization of laws.Although the research and practice of the quantitative evaluation of lawful government starts late,the development is rapid.The local governments or social groups in Hongkong,Yuhang,Beijing and other regions have built their own evaluation system of lawful government by combining with the local situation.Making use of the evaluation system of lawful government to assess the legalization of government is not only conducive to make effective evaluation of construction level of grass-root governments,but also conducive to the timely detect a variety of problems in the process and put forward corresponding measures to tackle them.The paper starts from basis of theory of evaluation index system of lawful government and practice of lawful evaluation at home and abroad to discuss the construction rules,evaluation subject,index design,evaluation method of index weight,evaluation procedure and other elements of evaluation index system of grass-root lawful government.At the same time,Taking Tianxin district in Changsha,Hunan province as an example,the basic framework for evaluation index system of grass-root lawful government is put forward and some recommendations for the rapid promotion and realization of evaluation index system are proposed as well.
