As an administrative unit at the primary level,the Health Bureau of Zhangcheng County is responsible for implementing the national medical health system reform,preventing the infectious diseases,carrying out the comprehensive health education,and improving the population quality.And at present there are 43 staff in total,among them,14 people belong to the administrative establishment,26 institutional establishment,and 3 contract labors.And there are 15 professional and technical personnel holding the certificate of the medical practitioners.The staff in the administrative units play a vital role in the society as they are important practitioners to perform the functions of the national public sectors as well as the spokesmen for servicing the masses.And it is extremely necessary and important to fully motivate the working performances of the civil servants and the borrowed labors in the primary administrative units especially when it is in the key period of deepening the medical health system reform,establishing a legal,high efficient and clean government serving for the people.Based on the comprehensive salary theory,salary is divided into external salary and internal salary.When the basic salary of the civil servants cannot be improved in a short time,it is time to play the incentive role of the internal salary.And when the borrowed labors have no the sense of belonging for the establishment problem,it is time to play the incentive role of the external salary.This paper takes the Health Bureau of Zhangcheng County as the research object and it first discusses the concept and function of civil servants' salary incentive mechanism,the related factors which may affect the civil servants' salary incentive mechanism,the principles needed to be considered in formulating the salary incentive mechanism,as well as the related salary incentive theories by literature research method,theoretical analysis method,and induction research method.Then it analyzes the existing problems and reasons based on the current salary incentive status of the Health Bureau of Zhangcheng County which mainly presents the lack of the internal salary incentive to the civil servants,and the external salary incentive to the borrowed labors.Finally,it attempts to put forward the improvement measures which are applicable to the salary incentive mechanism management in the Health Bureau of Zhangcheng County,namely,for the civil servants,improving the incentive role of the internal salary through numerous welfare,and for the borrowed labors,improving the incentive role of the external salary through a variety of measures,to realize the purpose of retaining talents,guiding talents,and motivating talents.
