Civil servants are public policy makers and executives, public products and public service providers and organizers , they play an important role in fulfilling government's duties and responsibilities. Transforming governmental functions, improving the administrative efficiency, enhancing the government's credibility and cohesion is so important, so we must set up a service-oriented government idea, improve the work of our civil service enthusiasm, innovate civil servants administrative mode, which requires a set of perfect civil servant incentive mechanism. Establishing effective civil servant incentive mechanism can improve public initiative and the creativity, ensure the work of our civil service for government validity, the social management and public service provided protection. Meanwhile, incentive effect of effectively is the premise of preventing power alienation an building an efficient government .Salary system as the basis of incentive mechanism plays a fundamental stimulation. Salary system is not only civil servants'material base, but also provides the settlement of the public service source and motivation. Our previous salary system reformations have suffered extensive attention of the whole society, but the results often made the public disappointed, the new salary reformation is proceeding at present.While the chance of the new servant salary consummating in 2011, I proposes a comprehensive system to reform the civil servants'salary system .I made the salary theory and incentive theory as the theoretical basis, took examples by foreign reform experience and combined the reality of our national condition, then put forward the new ideas of the civil servants'salary system reformation .This paper began with the problems of our present civil servants'salary system, analyzed the western salary theories and incentive theories, compared with our previous civil servants'salary system reformation, then pointed out the existing problems in our civil servants'salary system. Finally, figured out the measures to consummate our country's civil servants'salary system ,namely established system concept,perfect legal security system,the reformation subjects,supervision mechanism,reasonable salary structure of our civil servants'salary system and so on. The overall thinking of our civil servants'salary reformation is to set the civil servant salary incentive concept as the basis, the consummation of the salary structure as the core, a moderately competition,vigor and positive administrative culture as the safeguard, the new salary reformation as the chance , creating responsible,democratic,legal and efficient government as the purpose, then adjust our civil servants'salary system .
