| Emergency rescue plays an important role in emergency management,and it is an indispensable action to deal with all kinds of emergencies.Effects in the fields of academics,business and social life reflect their inherent laws.This paper will explore the contradictions between extreme restriction of conditions and utmost urgency of rescue demand by introducing the concept of effect,unearth the interaction and contrasted dynamics between rescue capability of subjects and salvability value of objects,analysis of the rescue objects’ selection problem under the condition that the rescue ability is insufficient after disaster occurred.Accordingly,this paper defines the K&Q effect as a new concept in the context of emergency management.The K&Q effect rooted in Chinese chess and exists in game theory,trade war tactics,elections and management decision-making nowadays.The K&Q effect is a phenomenon with causal relationship which gives up the less valuable parts and obtains the more valuable parts to achieve holistic goals by comparing and evaluating comprehensively,limited by time,resources and capacity.However,the K&Q effect is more obvious and complicated in emergency management.This paper introduces the sources of the K&Q effect as well as its definition and essence.The existence of the K&Q effect in emergency rescue with negative influence is demonstrated and the possibility to achieve its optimization is discussed.First of all,this paper analyzes the K&Q factors what affect the decision-making of rescue,and applies the theory of cloud model and interval number to optimize the emergency rescue plan.In order to avoid the individual subjectivity influence,ensure the scientific and rational of rescue plan,at the same time,improve emergency response and rescue capabilities through the rationally choice,the first step about rescue decision-making optimization will be discussed and completed.Secondly,the paper discusses the positive functions of resource conservation to overcome the K&Q effect.Using the theory of management mechanism design to devise the evacuation and resettlement mechanism.To do so would achieve two benefits: it makes space for rescue forces to enter the disaster area and reduce the consumption of front-line relief supplies.The second optimization step of evacuation and resettlement mechanism optimization will be completed.Finally,the supplement of the rescue forces is very important to eliminate the existence condition of the K&Q effect.The existing problems in rescue cases will be explored,such as blind,chaotic,repeated and futile rescue activities occurred in the multi-volunteer group.Through the analysis of the problems,to avoid the K&Q effect as the goal,put forward the countermeasures and suggestions for the effective management of the multi-agent emergency rescue forces.In the chapter,the last optimization step,collaborative optimization of multi-agent rescue forces,will be completed. |
